This paper uses the basic conceptual framework of Federal disability
policy developed in a paper entitled The Federal Disability Policy Framework:
Our Nation's Goals for People with Disabilities (Silverstein (1999)
as a lens or guidepost1 for identifying existing DOL policies
directing or encouraging states implementing WIA to address the special
needs of persons with disabilities, and identifying issues for policy
development, oversight, and implementation at the Federal, State and
local levels.
